The Problem

Fragmented service delivery and reactive supervision models limit early intervention, increase technical violations, and contribute to avoidable system costs. Lived experience is rarely translated into structured, repeatable intervention strategies across agencies.

The Transformation

Current State: siloed agencies, inconsistent messaging, preventable violations, and scattered effort.

Desired State: coordinated ecosystem, common operating language, stronger risk interpretation, and funding =-ready implementation logic.

What We Do

Ecosystem Design, Funding & Investment Readiness, Implementation Strategy, and Cautionary Intelligence Deployment.

Who We Serve

Courts, probation/parole, violence prevention offices, counties, cities, reentry providers, schools, nonprofits, hospital-linked intervention teams.

 Why FLYPAPER TRAPZ Matters

Our Chapbooks are not random publications. They are structured field tools that translate risk, consequences, and decision points into usable guidance for youth, families, mentors, and frontline staff.

Proof of Seriousness

WHO WE ARE

TatePicturesKing of ODRC.jpg

Public Safety Reform Fellows

At 1 I OPEN, LLC, we operate as a Public Safety Reform Fellow-led firm specializing in the design of coordinated community supervision ecosystems that reduce violence, limit system entry, and produce measurable public safety outcomes.

Our work is grounded in a simple reality: public safety systems are not failing due to lack of effort -- they are failing due to lack of coordination.

We address that gap with direct services.

What We Do

We design structured, prevention-driven public safety ecosystems that integrate:

  • Courts and judicial oversight

  • Community supervision systems

  • Behavioral health stabilization

  • Community-based service providers

  • Real-time coordination infrastructure

  • Behavioral decision-making tools

The result is a unified system that moves jurisdictions from fragmented efforts to aligned, outcome-driven operations.

Our Approach

We operate at the intersection of lived experience and system design.

Too often, frontline realities are disconnected from formal reform efforts, and evidence-based strategies fail to reach individuals navigating the highest-risk environments.

Our model bridges that divide by translating real-world behavioral patterns, risk exposure, and decision-making breakdowns into structured tools that can be deployed across courts, supervision agencies, and community systems before crisis escalates.

This is the foundation of our proprietary framework.

Cautionary Intelligence

A disciplined, experience-informed methodology that enables individuals, families, and practicitioners to:

  • Recognize risk factors early

  • Interrupt predictable consequence pathways

  • Strengthen independent judgement

  • Make decisions that alter long-term outcomes

What Makes Us Different

We do not provide standalone programs.

We design systems that make programs work

Our ecosystem approach ensures that:

  • Services are coordinated rather than siloed

  • Risk is identified and addressed in real time

  • Supervision is aligned with behavioral realities

  • Outcomes are measurable and fundable

FLYPAPER TRAPZ 4 Tha Streetz

FLYPAPER TRAPZ is not a product, it is a behavioral intelligence system

Delivered through structured, field-tested chapbooks and workbooks, it provides:

  • Real-world cause-and-effect breakdowns

  • Decision-making correction tools

  • Risk-Need-Responsivity-informed guidance

  • Practical insight for youth, families, and justice-involved individuals.

Each guide translates lived experience into disciplined, teachable insight designed to interrupt risk early and support lasting behavior change.

Our Purpose

Our purpose is direct, measurable, and outcome-focused:

To place clear, actionable risk awareness and decision-making tools into the hands of those responsible for guiding individuals toward safer, more stable life trajectories.

Through ecosystem-level design, community supervision reform, and prevention-focused public safety strategy, we contribute to:

  • Violence reduction

  • Recidivism mitigation

  • System cost efficiency

  • Stronger, more informed communities

Our Position

We are not observers of the system.

We are architects of its meaningful transformation.

Phillip

Phillip, more popularly known as "The Fight DOC," is the Founder & Public Safety Reform Fellow at 1 I OPEN, LLC where he has served as a strategist, educator, mentor, and practitioner with a track record of transforming environments, outcomes, and individual lives across disparate systems.

As both an amateur and professional boxing coach, he honed an early understanding of discipline, motivation, and performance under pressure -- skills later translated into structured coaching and mentorship for men and youth across three generations.

Having served as a Laubach literacy tutor, teaching critical reading and communication skills to learners from diverse cultural and socioeconomic backgrounds -- this work deepened his commitment to meeting people where they are and strengthening competence through language and insight.

As a federal pro se trial litigator, Phillip successfully leveraged constitutional expertise to obtain injunctive relief and meaningful improvements in unconstitutional conditions of confinement - demonstrating his ability to combine legal strategy and alternative administrative dispute resolution processes with human-centered outcomes.

While incarcerated, Phillip emerged as an effective leader and social broker, guiding 1993's post-Lucasville riot tensions into constructive transformation for its bystanding overflow population as the elected Chairman of the Inmate Liaison Committee, shifting a volatile prison environment into a space focused on education, programming, and positive activity.

His lived experience, legal acumen, and mentoring practice converged in his work with Eddie Bocanegra, former Senior Advisor for Community Violence Intervention at the Office of Justice Programs (OJP), U.S. Department of Justice -- a national leader in community violence intervention and credible messenger frameworks grounded in lived experience and structured engagement, where Phillip influenced an innovative approach to OJP's Smart Supervision solicitations that was adopted in 2024.

Today, Phillip channels this multidisciplinary expertise into 1 I OPEN, LLC where he and his civilian team deliver original, evidence-informed cautionary guidance through FLYPAPER TRAPZ 4 Tha Streetz™ series. His work bridges street-level insight with intervention design, producing tools that address dynamic risk factors and enhance independent decision-making long before crisis points arise.

In a field where lived experience is often offered as testimony alone, Phillip transforms that experience into structured guidance -- proprietary Cautionary Intelligence™ -- that equips individuals, families, and practitioners to act effectively and earlier, closing the gap between insight and lasting behavior change.
